When I try to shut down the monitor & keyboard shut down but the tower and mouse stay on. Turning off fast startup works but when turning the computer back on the computer does a false start once before actually booting (pressing the power button, it will turn on but turns off immediately for 2 seconds then finally boots). I also have an issue where it will show the omen logo almost boot but I end up with just a black screen no mouse or keyboard and times the fan kicks in when powering on at such a low speed that it makes this sputter clicking noise. I don't know whether a recent update is causing this issue or hardware issues because I have had the shutdown issue before and I believe a BIOS update fixed the issue but this time with the fan acting like that randomly I am unsure. anyone else having these issues or should I just send it in?

I searched for hours and hours, came across this solution https://support.hp.com/us-en/document/c01891350 and so far the issue is fixed ,  I have fast boot and sleep working. The solution is to open MSCONFIG  select selective boot uncheck load start up apps, go to services and check hide all Microsoft services, click disable all, now read through and check the services you really need for example antivirus Battleye Steam NVIDIA and click OK,  Restart hopefully that fixes it for you.
