Steam burned into my screen

I was looking at my fallout 4 achievements and then my screen started to flicker blue but I could still see the stuff I was looking at and I scrolled down a little bit then it got worse so I closed steam. Then when I was on Google I can see that my steam name and my fallout achievements are still on the screen like when chrome is open I can see steam fainty on my monitor I have restarted my pc unplugged my screen but nothing seems to work I have only had the monitor for 3 months i it’s a omen 27u
