I try to factory reset my pc and then I press startup repair it doesn’t work then it says “there’s a problem that’s keeping us from getting your pc ready to use”

Hi:

 

Your PC should be supported by the HP cloud recovery tool which you can use to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.

 

You will need to have access to another Windows PC running W7 64 bit or newer on it to use the cloud recovery tool.
