Operating System: Microsoft Windows 10 (32-bit)

My son uninstalled the usb driver so now we can’t plug in the keyboard or mouse.  How do we reset to get it back?  All the instructions I have found all say download this or that but we can’t even get on since we have no way to do that to download anything?  Is there some kind of reset button?
