I have realized it time to upgrade the parts of my pc but at the same time idk if i should just get a whole new desktop. What do y'all think? If you think i should just upgrade the parts then which ones would y'all recommend?

Welcome to our HP User Forum!
It totally depends on your budget, and your level of (Hi-Res, Ultra settings) Gaming expectations.
If you can comfortably dish out around three grand, by all means, upgrade to an HP 45L System, such as this purchase example: Amazon.com: HP OMEN 45L GT22 Gaming Desktop Tower - 13th Gen Intel Core i7-13700KF 16-Core up to 5.4....
If this is a bridge too far, consider upgrading your OMEN 30L GT13-0014 Desktop PC (9EE28AA), which, according to its specs (OMEN 30L GT13-0014 Desktop PC Product Specifications | HP® Customer Support), is fitted with a Moria3 motherboard (SSID: 86D3), one stick of HyperX XMP RGB 8 GB RAM, a 500-watt power supply and a GTX 1660 Super 6 GB.
Decent, but sort of blah.
Upgrade suggestions: AMD Ryzen 7 3700X or better still, an AMD Ryzen 9 3900. Your 500-watt power supply can support an HP-branded RTX 3070 8GB, and upgrade to 2 x 16GB of identical DDR4 PC4-25600, 3200 MHz RAM sticks.
Hope this was helpful.
Kind Regards,
