Product: HP Pavillion Gaming Desktop 790-0031
Operating System: Microsoft Windows 10 (64-bit)

I was hoping to upgrade my HP Pavillion Gaming Desktop 790-0031 however I'm not sure if I'm able. I was wondering if I can upgrade my GPU to an AMD Radeon RX 5600-XT and if I could upgrade my CPU to an AMD Ryzen 5 5600X which is going to be released in a few days

I don't like being the bearer of bad news, but the answer in both instances is No!  The motherboard in your computer is HP proprietary.  It has a 4-pin power connector instead of a standard 24-pin ATX power connector.  This means that you have to buy any PSU upgrades from HP.  The most powerful PSU that HP offers is only 500W.  The RX 5600-XT requires a minimum of 550W to operate properly: https://www.amd.com/en/products/graphics/amd-radeon-rx-5600-xt

 

You should click on "Specifications" and scroll down to Specifications.  These are from AMD.

 

Here is a Power Supply Cross-Reference Chart that will show you where I got this information.  Your actual model is not listed, but any of the PSU's that work with the Berks motherboard will work with your computer.

Look at the section titled "Processor/Processor upgrade information" to see a list of compatible processors.  According to this information your motherboard is Intel.  An AMD processor is not compatible.
