Welcome to the HP Forum.
It's tough to give you a definite yes on running a 3060 Ti.
A 9.5 inch 3060 Ti should fit in the case.
The 2060 Super requires a 450 watt power supply. You may have a 400 watt PSU running a lower power consumption HP 2060 Super. You would have to check the HP PSU to see what you have.
Nvidia recommends a 600 watt PSU. Techpowerup recommends a 550 watt PSU.
You could buy a HP 500 watt PSU (part number L05757-800) at eBay. But I can't verify the 3060 Ti will be stable using the HP 500 watt PSU.
