I have a GT 1030 with a Ryzen 5 1400 in right now. Is it possible for me to upgrade to a GTX 1650 and a Ryzen 5 1600 or Ryzen 5 2600 ?

While I will reply to your basic question, can I ask why?  Did you do research, or are you guessing?  Nothing worse than assuming a slight increase in performance will greatly benefit your machine. Is there a specific game play?  Then go here and look up the requirements, then add the next level.  I do not like to second guess your plan !🤔

The GTX1650 has 2 variations on power. Some cards require a PCIe 6 pin power plug, and I doubt your present 300W PSU has that.  The GT 1030 is 30w, the GTX 1650 is 75W.  IMHO, you need a tad more power, and the advantage would give you the PCIe power plug. Example the Corsair CM 450

The following CPU's are OK.  Of the 2 you mentioned, only one is OK.
