Welcome to the HP Forum.
You would have to check the graphics card manufacturer's warranty terms and conditions.
I recently purchased a retail Asus graphics card. This card has a three year warranty.
OEM PC manufacturers generally offer a one year standard warranty on all components installed in the PC.

I'm guessing you have a one year warranty if it is a HP OEM graphics card.
But you would have to check with HP.

I agree, it's tough to talk to, or contact anyone these days.
I recently tried to contact a very large pharmacy having a store 5 miles from my residence.
Wound up at an over seas call center. However, I did talk to someone at the call center.
