A HP BIOS update should not do this.
Try a hard shut down by disconnecting the AC power cable at the back of the PC ( HP does not provide a power supply shutdown switch). Depress the PC chassis power on button for a while to drain residual MB power after the shutdown.
Reconnect the power cable, Try to start the PC again. see what happens.
You can also reset CMOS. This requires removing the CMOS battery for a while to reset the BIOS to factory settings. You will have to remove the side panel to remove the MB battery.
The previous steps are for a Desktop PC. A AIO or Laptop PC requires different steps to potentially fix this problem.
Reinstall the battery after waiting for a few minutes. Start the PC to see how it goes.
