To provide you with an accurate solution, I'll need a few more details:

Did you try to contact our HP phone support for assistance?

 

As I understand there is a message - "Power on password" on your screen and you need assistance with the same,

 

You would have to Contact HP for a hardware service as the motherboard may require a tattoo/Bios Flash.  
 

Any other way of unlocking the BIOS is not authorized by HP.  

 

In this scenario, I would recommend you contact our HP Phone support team for further assistance.

when I get the  password wrong 3 times it comes up with a menu HP spare key recovery and tells me to insert hp spare key USB recovery key

Here is how you can get in touch with the phone support.

1)Click on this link - www.hp.com/contacthp/

2)Select the product type.

3)Enter the serial number of your device or select let HP detect your product option.

4)Select the country from the drop-down.

5)You should see the HP phone support number or Chat option listed.
