ive done cpu stress tests and it seems that it wont go to the desired speed that it should go, it usually stays at 4.2ghz

Welcome to the HP Forum.

 

CPUs will temporarily boost to the highest rated speed on a few select cores. The CPU's physical cores will then run at a lower speed depending on power limits and thermals.

 

I've got an AMD 7600 that will hit 5200 MHz momentarily on two or three cores. The CPU then settles down and runs at around 4700 MHZ to 4800 MHZ for the rest of the OCCT stress test.
