my hp 4090 spins at 30% all the time for fans. is this bad?

Do you have an Nvidia 4090 graphics card installed in a HP Desktop?

 

I would say it is unusual if the fans spin at 30% all of the time. Most newer graphics card fans don't run until GPU temps hit about 60 Degrees Celsius.

 

Then fan speeds will ramp up as graphics card temps rise. This behavior would normally happen during gaming or when running synthetic graphics tests such as Heaven Benchmark or FurMark.

 

You could confirm 4090: fan speeds and other specs by downloading and running GPU-Z available at this Site.

The fans of my 4060 ti also spins at 30% when idle. I can change the speed with Geforce Experience software or MSI Afterburner, but 30% is the minimum. If you have the speed at Automatic, it should increase when playing games.
