As I understand you need assistance with the Omen control,
Although, I need a few more clarifications to provide an accurate solution:
Are you having trouble using the Omen controller?
Is it not working or is it that the CPU usage is higher than usual while using the controller program?
Which operating system do you have and what is the product number of your pc?

This functionality is broken and HP just adtmitted to me that they reproduced the problem.
At the moment we're grasping at straws as they do not seem to know what broke it.

Yeah, I share your frustration!
It did work for me initially but then it stopped - and only works once you open Omen Control application. Probably BIOS / driver update broke it.
Raise it with HP Support as well and point to the fact that there's a case open already - others are reporting the same behaviour.
