I see one M.2 NVME drive in hard drive specs for your PC. 450 Mbps is not good using an NVME drive. This speed would be closer to a SATA SSD.
Try checking the drive speed and the drive protocol using CrystalDiskMark to verify this. Your MB might have a M.2 SATA interface.
Contact HP if in warranty and Crystal Disk Mark confirms NVME and 450 Mbps.
An NVME drive should perform close to specs using a recent CPU and MB.
