Hello, I've got an HP Pavilion Gaming with a Ryzen 7 3750H. Like the title states: when charging, the laptop speed drops to .039ghz. I've done the following: updated the OS to windows 11 on a fresh ssd. Tested with three different power adapters and all yield the same result. Changed the battery, changed the fans, applied fresh thermal paste to the cpu and gpu. Clean the heastsink, changed the power adapter jack (PC side). Updated the bios to the latest version. Changed the power management settings like other videos have shown and have created a custom profile. Any help at this point would be greatly appreciated. Thanks everyone

I understand you're experiencing an issue with your HP pc, and I apologize for any inconvenience this may have caused. I'm here to help you today. Here are some additional steps and areas to investigate that may help resolve the issue:

1. Check for Power Throttling or Power Plan Settings

Go to Windows Power Settings:

  1. Right-click on the battery icon in the system tray and select Power Options.
  2. Make sure you’re using the High Performance or Gaming power plan (depending on what’s available). If the Balanced plan is selected, it might be limiting the CPU performance when charging.
  3. Click Change plan settings next to your selected power plan, and then click Change advanced power settings.
  4. In the Advanced Settings window, expand Processor Power Management and make sure both Minimum processor state and Maximum processor state are set to 100%.
  5. Check the Plugged in settings for Power Saving, Battery, and Plugged In settings under Battery settings, and ensure none are set to anything restrictive.
  6. Make sure USB selective suspend setting is turned off (this can sometimes cause power issues).

Custom Power Profile: Since you've already created a custom profile, try adjusting it to allow higher CPU performance when plugged in. Ensure that the profile is not inadvertently limiting CPU power during charging.

2. Check for Thermal Throttling

  • Monitor CPU Temperatures: Use a program like HWMonitor, Core Temp, or Ryzen Master to monitor the CPU temperatures during both charging and while unplugged. If the temperatures are high (e.g., above 90-95°C), it could indicate thermal throttling is taking place. In that case, you might need to check your cooling solution again or apply better thermal paste.
  • Recheck the Thermal Paste Application: Ensure the thermal paste has been applied evenly, and that there is no excess. Poor thermal paste application or misalignment of the heatsink can cause heat buildup.
  • Ensure Proper Airflow: Make sure that the cooling fans are working properly, and the vents are not obstructed. Poor airflow can easily lead to throttling.

3. Power Delivery (PD) and Charging Circuit

  • Check Charging Circuit: There might be an issue with the charging circuit on the motherboard that’s preventing it from delivering proper power to the CPU when charging. This could explain why the CPU drops to very low speeds when plugged in but works fine on battery.
  • Check Adapter Wattage: Even though you’ve tested with three different adapters, ensure that the power adapters are providing enough wattage for the laptop to run at full power when charging. For the HP Pavilion Gaming laptop, you typically need a 65W or 90W power adapter (depending on the specific model). If the adapter is underpowered, it may not be able to properly supply the required power, resulting in throttling.
  • Try Different Charging Ports (if available): Some laptops have multiple charging ports (like USB-C PD). If your model supports this, try charging through the alternate port to see if that makes a difference.

4. Check the Battery Health and Power Controller

  • Battery Calibration: Try performing a battery calibration to see if that helps the system correctly identify battery capacity and power needs. This can be done by fully charging the battery, letting it discharge to about 5-10%, and then charging it back up to 100%.
  • Check Battery Settings: Go into Device Manager and check the Battery section for any errors or warning signs under Microsoft ACPI-Compliant Control Method Battery or similar entries. Right-click and choose Update driver to ensure there are no driver issues.

5. Check for BIOS or Firmware Issues

  • Revisit BIOS Settings: Enter the BIOS/UEFI settings (press F10 or another designated key during boot) and look for any power-related settings. Some BIOS settings can directly influence CPU power, battery charging, and thermal behavior. Ensure that everything is set to Auto or Enabled for optimal performance.
  • Reset BIOS: Sometimes, a BIOS setting or corruption can cause issues. Try resetting the BIOS to default settings to rule out any misconfigurations that could be affecting CPU performance when plugged in.
