Question: How can I extend the number of displays in use by the laptop?
The Issue: There's only 1 HDMI port, so this allows one external display. There's 2 USB 3.1 ports, but they are data-transfer only (so no video signal). There's a USB 2.0 port, but I haven't seen any USB-to-HDMI hubs that work with USB 2.0.
 

Is there any way to extend the number of displays to support 2 external monitors?

I've not used that specific brand, but have used similar devices in years past and was succesful.

That link is for a "Cable Matters 103046USB3BLACK SuperSpeed USB 3.0 to HDMI Adapter for Windows Up to 1440P Black Support USB 3.0 to DVI/USB 3 to DVI". While I do have USB 3.1 which by definition should be backwards compatible to USB 3.0, the documentation states it's for data-transfer only (no video).

Yes, you are are missing something.

Take a look at the description on the front page. Then take a look at the reviews for the device.

There are several articles and videos on the Googlesphere showing that you can add a third monitor to a laptops data USB port.

Note that its not just any ol usb hub that you are using. The converter is made specifically for this subject.
