Thank you for sharing the image. Here’s what I see:

  • The screen shows a Windows Recovery error with the message:

Your PC/Device needs to be repaired
The operating system couldn’t be loaded because a required file is missing or contains errors.
File: \windows\system32\config\system
Error code: 0xc000000f

  • Options listed:
    • Press Esc for recovery
    • Press Enter to try again
    • Press F8 for Startup Settings


What This Means

The error 0xc000000f indicates that the Windows Boot Configuration Data (BCD) or system files are corrupted or missing. Normally, this is fixed using a Windows installation USB or Recovery Drive, but you mentioned you don’t have one on another PC.

What You Can Do Without a USB

  1. Check if the HP Recovery Partition is Available
    • Turn off the notebook.
    • Power it on and immediately press F11 repeatedly.
    • If HP Recovery Manager opens, you can restore the system to factory settings or repair Windows without external media.
       
  2. Use Advanced Startup Options
    • On the blue screen, press F8 for Startup Settings.
    • If you can access Safe Mode or Repair Your Computer, choose Automatic Repair.
       
  3. HP Cloud Recovery (if you have internet)
