I notice my laptop mousepad and keyboard lift up a little bit which is clearly visible.

I took the laptop to hp service person he told me that

My laptop battery expands a lot like it's going to explode at any time.

The battery bottom is torn apart and the 4 sliver cells are visible too.

I have the same issue with my laptop.  I have an HP spectre 360.  I use it for business.  I started having issues with the trackpad, but I use a keyboard, and keep my laptop on a stand, so it didn't bother me.  I noticed the trackpad starting to rise the past week, and I came into my office Saturday and the trackpad was split because of the rise.  I thought there must be something under it, but it is a swollen battery.  My computer is 2.5 years old.  Has there been a battery recall that I am unaware of?  I cannot find a support number anywhere.  Please advise.

3) Enter the serial of your device. 
4) Select the country from the drop-down.

I am not getting an option to chat or receive a phone number or a form.   I have a visit the support community and a service center locator.  How do I find out if this is a recall issue?
