is normal because there is no "cell 4"  .

there is 3 group of 2 cell eachother, for a total of 6 phisical cell.

3,643 * 12.674 = 46.171 Whr

IMHO after 2 years is normal, my brandnew dc0010nl is 65 Whr

Cell Voltage 1: 4229 mV +
Cell Voltage 2: 4232 mV +
Cell Voltage 3: 4236 mV +
Cell Voltage 4: 0 mV
= 12697 mV
~ Terminal Voltage: 12674 mV

There is only 3 cells in your battery

NO PROBLEM
