Operating System: Microsoft Windows 10 (32-bit)

Hi, my laptop does not charge when the power is plugged in. It only charges when the laptop is sleeping or completely turned off. So I can only operate the laptop when the battery has juice and there is no way for me to charge it when I am using the laptop. Have any of you ran into this issue?
