Tried to flash the BIOS and it has frozen at 0% not sure what to do from here or how to try and resolve it.

Don't worry as I'll be glad to help, to provide an accurate resolution, I need a few more details:

  • Are you using the BIOS USB recovery drive?
  • Did you make any changes to the settings of your PC prior to the issue?

While you respond to that, let's try these steps: 

  1. Turn off the computer.

  2. Press and hold the Windows + V keys, and then simultaneously press and hold the power button. After 2 to 3 seconds, continue to press and hold the Windows + V keys, but release the power button.

  3. When the CMOS Reset screen displays or you hear beeping sounds, release the Windows + V keys.

    At the completion of a successful CMOS Reset, a message similar to the following one is displayed.

  4. Press enter to restart the computer.

    If this does not recover your computer, see Recover the BIOS.

I was trying to flash it from the HP website not s recovery drive, and no recent changes or modifications to hardware was done

It seems to be fine and functional, but won't except a bios flash

So I tried your cmos reset, seems the same but will it take a bios flash or upgrade? Its currently on F.03 and the only BIOS option on HP website is F.31?

Flashing the BIOS will install the latest version of BIOS files.
