@Mehmetoz , welcome to the forum.
When you receive this message it normally means that your hard drive has failed. The only solution is to replace it with a drive the same size or larger so the HP Recovery media will work properly. You should run SMART from the BIOS to test the drive further. You can enter the BIOS by tapping F10 once per second the minute the computer begins to boot.
You may be able to remove the hard drive from the computer and use a USB encloser to connect it to another computer to retreive personal data. This doesn't always work, however.
If you have further questions, please provide the model or product number for the computer. Do not provide the Serial Number or other personal information.
