To make a long story short; I noticed issues with vastly decreased performance on games that - Up until now would run at 60 FPS on max settings, playing for hours with no issues at all. After a recent update from Windows it seems like those games won't go above 20-25 FPS now. I also noticed CPU Throttling seems to be almost always active during those times, but my temp never goes above 60-65C.
I'm hoping I can get help to find some way to fix this, I don't feel like it should be happening at all. - and it's pretty annoying to not be able to do my usual stuff.

I appreciate that you've attempted the steps mentioned and I'll be more than glad to help you out:
Right-click your desktop background and select NVIDIA Control Panel. You can also find this tool by performing a Start menu (or Start screen) search for NVIDIA Control Panel or by right-clicking the NVIDIA icon in your system tray and selecting Open NVIDIA Control Panel.
To quickly set a system-wide preference, you could use the Adjust image settings with the preview option. For example, if you have old hardware that struggles to play the games you want to play, you may want to select “Use my preference emphasizing” and move the slider all the way to “Performance.” This trades graphics quality for an increased frame rate.
By default, the “Use the advanced 3D image settings” option is selected. You can select Manage 3D settings and change advanced settings for all programs on your computer or just for specific games. NVIDIA keeps a database of the optimal settings for various games, but you’re free to tweak individual settings here. Just mouse-over an option for an explanation of what it does.
If you have a laptop with NVIDIA Optimus technology — that is, both NVIDIA and Intel graphics — this is the same place you can choose which applications will use the NVIDIA hardware and which will use the Intel hardware.
Tips to improve PC performance in Windows 10:
1. Make sure you have the latest updates for Windows and device drivers
2. Restart your PC and open only the apps you need
3. Check memory and memory usage
4. Check for low disk space and make some room
5. Restore your PC from a system restore point
6. Disable unnecessary startup programs
7. Check for and remove viruses and malware
8. Check for corrupted Windows system files
9. Adjust the appearance and performance of Windows
10. Adjust or turn off OneDrive sync
11. Reset your PC

Thank you for your response, I was able to fix the issue in the same day. - By unplugging and re-inserting my charger. (System is set to favor performance when plugged in. and Battery when not.) I assume it didn't register my computer being on A/C power at the time, hence the decreased performance.
