Your Omen does not have Thunderbolt from the USB-C port.
Specs: USB 3.1 Type-C™ (Data Transfer up to 5 Gb/s, DP1.2, HP Sleep and Charge).
The specs show that it will carry power to USB peripherals while it is in sleep mode or off, but not charge its battery.
But your setup requires a 230W power supply and will only charge from the dedicated power port for that charger.
Since a USB charger cannot supply that much current, the system will not be wired for it.

My wife has a HP Spectre x360 Convertible laptop. It only uses the USB type C/Thunderbolt ports for charging.

Thank You ! @old_geekster, HP spectre comes with dedicated thunderbolt for charging, unlike, HP Omen doesn't have any dedicated thunderbolt for charging and also Omen needs 230W which impossible for Thunderbolt charging !
