Operating System: Microsoft Windows 10 (64-bit)

I had a virus that ruined my laptop so I reacted by resting my laptop after I finished resting my laptop I stayed stuck on the blue startup window I can not enter as a user because it says that I am not an administrator and I can't install windows 11 on it. I can't do anything.
