Hi, I can't seem to charge my HP Omen Transcend 14" (14-fb1023d), using an Anker 737 Powerbank (PowerCore24k).

 

The Anker powerbank is supposedly capable of up to 140W (28V-5A) single port USB-C output using PD3.1 but when I plug it into the laptop, it appears to be resetting once every second and does not seem to provide any sort of meaningful charge to the laptop at all. I have tried both USB-C ports on the laptop and both exhibit the same behavior.

 

The powerbank is not broken as it can still charge other devices just fine. I have tried 3x different 240W supported USB-C cables, both USB-C ports on the Anker powerbank, and both USB-C ports on the laptop to no success.

 

Is there a cable/adapter/computer setting that would fix this issue?

Got an ECOFLOW Rapid Pro Power Bank (27650mAh, 300W output one) and it works fine with the laptop. No low power warning from Windows as well so seems fine.

 

Guess you just have to test and check with power banks/chargers on the Omen Transcend 14" as its pretty picky with them.

The Omen Transcend 14 is a bit particular when it comes to power delivery, and what you’re describing (the “heartbeat” reset every second) usually points to a mismatch between the laptop’s power requirements and what the powerbank is actually negotiating.

 

Here are a few steps you can try:

Check minimum wattage – The Omen Transcend 14 typically expects a steady 140W USB-C PD input. If the handshake drops below that even briefly, it’ll cut in and out. Try confirming in Anker’s app (if available) that PD3.1 is active and set for full output.

 

Test with the original charger – Plug in your HP adapter first, let the system boot and stabilize, then swap to the powerbank. Sometimes the laptop is more willing to accept third-party PD once it’s “awake.”

 

BIOS & drivers update – Head to HP Support Assistant or our drivers page and make sure your BIOS, chipset, and power management firmware are up to date. Older firmware can cause PD negotiation hiccups.

 

Try a direct, short cable – Even if yours are rated 240W, stick with a certified E-Marked 5A cable under 1m. The longer/heavier the cable, the more chance of power drop.

Thanks for the suggestions.

 

The 3x different 240W USB-C cables (all 5A e-marked ones) I tired were of different manufacturers and lengths. So I don't think it's a cable issue. I don't have another device that can charge at 140w so can't really test the power bank either at that high of a power output. 

 

The bios of the laptop was also updated like a week ago and is the latest version available on HP's website.

 

The Anker 737 24k also does not support app connections so no way to check and see if the power output is fluctuating or not during the 1 second it is connected/negotiating the USB PD protocol.

 

I'll just chalk this one up to an unexpected incompatibility with the power bank.

 

That said, do you happen to know of a battery power bank that can be taken on airplane flights and has been tested/confirmed to work with the HP Omen Transcend 14" at 140w power delivery?

You’re right that the Transcend 14 can be finicky; it wants a rock-steady 140W handshake, and if the powerbank hiccups even slightly during negotiation, the laptop rejects it.

 

Here are a couple of extra things you can still try before giving up on it:

 

Start with the HP adapter → Plug in the official charger first, let the system fully power on, then switch to the powerbank. Sometimes the laptop “accepts” third-party PD more smoothly once it’s awake.

 

BIOS & firmware check → Make sure your BIOS and power management updates are current via HP Support Assistant, since earlier builds had PD quirks.

Hi Zoey,

 

Starting with the HP adapter didn't seem to help. Powered it on with ac adapter plugged in. Waited 5 mins after it hit the Windows Desktop and then, tried to swap to the Anker battery. Same issue with the battery power reset cycling.

 

There were no additional software or driver updates available through the HP Assistant. Checking the HP driver updates webpage also didn't seem to suggest there were any that I missed.

It sounds like you've already tried a lot of great troubleshooting steps. Here are some steps to further resolve or diagnose the issue:

 

Check BIOS Power Settings:

Restart the laptop and enter BIOS by pressing Esc or F10 during boot.

Look for USB Power Delivery or USB-C Charging options in BIOS and enable them.

Save and exit, then test the powerbank again.

 

Perform a Hard Reset:

Shut down the laptop, unplug it, and disconnect any USB devices.

Press and hold the power button for 15 seconds.

Plug the AC adapter back in, turn the laptop on, and try the powerbank.

 

Check for Power Management Updates:

Open HP Support Assistant and look for updates related to battery or power management.

If any updates are available, install them.

 

Run HP Diagnostics:

Open HP PC Hardware Diagnostics (available on HP’s website).

Run the Battery or USB-C Power Delivery test to identify issues.

 

Reset BIOS to Default:

Enter BIOS again (Esc/F10 during boot).

Select Reset to Default Settings and restart the laptop.

 

Windows Power Settings:

Go to Control Panel > Power Options.

Click Change plan settings > Change advanced power settings.

Set USB selective suspend to Disabled and turn off PCI Express settings.

 

NOTE: To ensure that your computer operates at full performance and can charge the battery when using resource-intensive applications, use the AC adapter that ships with your computer. Connect the AC adapter to the USB Type-C power connector on the rear of the computer. You can use an optional 100 W, 20 V USB Type-C adapter or power bank when running light-load tasks. System-off charging is supported only when you use a 20 V USB Type-C adapter or power bank.

Tried everything suggested. None of them worked.

 

Also picked up another 3 different USB-C 240W cables of different lengths (1 ft - 3.3 ft) from different makers and none of them worked.

 

Will just give up and say its an incompatibility issue even though the specs suggest otherwise.
