The Omen 15-dc1088ne with a RTX 2060 has a 1920x1080 60Hz panel installed.
Only the dc1xxx series that comes with an RTX 2070 could have the 144Hz panel.
What is the difference between this and other Omens?
That's going to be too long of a list to answer.
It all depends on what specific model you are comparing it to.
The Omen dc1xxx series and newer models come with the newest RTX 2000 graphics cards mainly.
