Product: Victus by HP 16.1 inch Gaming Laptop PC 16-r0000 (76S99AV)

Even though I used a worse laptop before, I did not have such a problem. Even though the FPS indicator is high, as I see in the Nvidia Performance section, at the time of full lag, the 99% FPS part drops to around 20 or even 15, and I feel instant stuttering, and this occurs very frequently. CS2, LoL, Cyberpunk 2077 and more. I think this problem is called FPS Stuttering. It's been 1-2 months since I bought the laptop, what should I do and how can I contact HP Support? If possible, I would like to send an e-mail because I do not know the language well enough to talk on the phone.
