When I wake my computer out of sleep, it will sometimes raise the fan up to the maximum, even when the CPU isn't that hot (50-70 C) and I'm just browsing the web or something. And the fan will then jump between idle for 2 seconds and full power for 2 seconds. It is extremely annoying and infuriating considering I paid almost $2k for it, and I can't even use it in class because of the noise. Is there some solution?

I understand that you are getting loud fan noise.
If your device is overheating, please remember the below information:
NOTE: Generally, when temperatures inside the case rise above 35 degrees Celsius (95 degrees Fahrenheit), the risk of damaging important internal components increases greatly.
Also, to avoid the CPU damage, we do not recommend throttling or overclocking the CPU, I recommend you refrain from using high-performance games on this laptop as it's not built for the same.

Please update the BIOS and check.

As I have said before, I am not running any games. The fans turn up to max whether I throttle the cpu or not. I highly regret buying this OMEN, as I cannot use it in public and I have to listen to the fan oscillate from idle to max
