OMEN by HP 15-dc1052nr
Microsoft Windows 11

It seems that the fan is unable to reach the max speed while gaming... leading to bad frame rates. I have set OMEN Gaming Hub to Performance mode and disabled Battery Boost on GeForce Experience. All the usual upgrades are done - BIOS Firmware, Drivers, Windows and Microsoft Store updates for Gaming Hub, etc.

When I boot my system, I can hear the fan reaching the max speed, then it drops down to medium or low speeds but never max speed again even when I start to play games. Some of the old games work fine but newer ones suffer (like Quake Champions, Death Stranding). I was able to play these games without issues (which RTX 2060 should be able to) two months back.

I did some additional testing on DoTA 2 with max FPS set at 144. After 10 min, FPS starts oscillating between 120 and 30 in the gap of 4 -5 seconds. During the first 10 minutes, lower limit of FPS drops steadily from 100 to eventually around 30.
