Sounds like you're going to have to reinstall Windows. The system is corrupted in some way.
Before attempting that, see if you can open the HP UEFI Diagnostics menu.
Turn on the power (power cord plugged in) and rapidly tap the F2 key until the menu opens.
If it does, go to Component Tests and then down to the hard drive tests.
Run the quick test first. If it finds nothing, run the extended test.
If it does not find any errors, you can do an HP Recovery back to factory settings.
This wipes the drive and reinstalls Windows as it was when you purchased the laptop. Updates and programs will have to be reinstalled.
Hopefully you had your data like photos and docs backed up somewhere other than that hard drive.
