In the last 2 weeks my HP Victus laptop has been having these mini freezes/ stutters pretty often. It cuts out audio, freezes the screen, and makes me unable to use my mouse. I have seen the solution of pressing win + R and disabling a setting, but that hasent seemed to fix it. Please help

You mean hp agent one? Just ensure you did correctly.

Do this:

- Press Win + R, type services.msc, Enter.

- Find HP One Agent Service, right-click > Properties.

- Set Startup type to Disabled; click Stop if running > apply and OK.

- Close window, restart laptop.

- Test it.
