I have been having problems with a slow laptop slow booting slow apps slow graphics loading etc so I connected to an HP tech by messenger he remotely got into my laptop and did a few things and then restarted and then we got disconnected I noticed that I wasn't able to log in it says something happened in your PIN isn't available set up your PIN again to which I click on it and realize that it won't let me I can't get into the system I call them back by phone to find out that I have to buy a new USB to reinstall Windows when it had been working albeit slowly before. I'm a bit irritated to say the least especially since I don't have the money right now.

Welcome to the HP Community --

Start...
If you were talking to HP Support then

When the case was accepted,
You will have been provided with a case number (do NOT post it here)

Use your case information to contact HP Support.
IF this sounds like your experience,
IF you cannot contact HP Support on your original case number,
Contact HP Support and submit a new request - explain what happened and ask for options.

Online Case Submission to HP Support is available to those whose devices registered and are still in Warranty.
Some regions display phone / chat contact information only after the case is submitted online
Not every issue is covered under the standard Hardware Warranty. Purchased Care Pack Warranties differ by contract.
HP is not a "general" repair facility: Requests for out-of-warranty repairs are usually not accepted.
If the problem is hardware, if your device is in Warranty, if your device is Registered, and you cannot submit your case to Support, let us know and we will forward a request.
