I haven’t owned a laptop for some years. Just bought an HP ENVY 16” Touchscreen WQXGA (2560x1600) 13th 14 Core Gen i9 13900H GeForce RTX 4060 8G 64 GB DDR5 RAM 4TB PCIe SSD Windows 11 Pro BROAG.
I have no external cooling system. Is this machine going to work? Do I need to return it for a refund? If so, what should I get to replace it?

Sorry I have not heard of anything called external cooling system for notebooks/laptops. Nearly all of them have internal fans (some don't have fan at all). They all work without external cooling system as deigned.
Some may get hot, specially games machines. Users can use external fans to keep them cooler. I don't think you need it but if you wish, you can try
