What is this? It cause synchronized FPS drops, also computer freezing by reading files (anything happening in windows), sounds coming late in first time then becomes normal for a while, and again...
Other Windows versions don't change anything...
I bought this laptop without OS (FreeDOS), and... of course without BIOS advanced features.
The laptop itself very new and no physical damages, also i installed very good and fast M.2 SSD, which is doesn't help...
However... in Safe Mode, nothing lagging.

I can offer a few suggestions perhaps.
If it works fine in safe mode but not standard, you probably have something installed that is eating up resources.
Two things that first come to my mind...
Where did you get your copy of windows to install with?
What all else did you install?
In that Task Manager, you can open the Processes tab along with the resource monitor and see what is running at the time of the spike... like this....
Click the CPU and/or the Disk column to organize the processes from highest to lowest. If you see what is running at the time of the spike, you can disable it.
You could also try a clean boot and trouble shoot what process is causing the spike also.
That is where you disable all the non windows services running, then re-enable them a few at a time until you find the culprit.

Any Windows version doesn't wanna change anything, it lags even without any soft/drivers after each reformattings (reinstalls). i used Rufus tho, didn't tried Media Creation Tool but anyway, i think its useless. Thing is, the shop where i bought laptop was little crappy, so maybe they did something with laptop (trick), i don't know... i just shouldn't have buy WITHOUT OS 😞
Any actions in msconfig is hopeless, however i can disable services, but i don't know what exactly.
