in the left side of your throttle stop you must only have speedstep and c1e enabled 

 

If it doesnt work You need to make sure your pc/laptop is throttling and not a fault in your pc

Hi sorry I haven't been active but i thought i did reply but i guess it didnt save.

You should untick all of the options on the left except for speedstep and C1e
