Only one of the available display panels for your Victus By HP 15.6 Inch Gaming Laptop 15-Fa1000 is capable of the 144 Hz refresh rate (p/n: N13295-001), the other displays have a 60 Hz refresh rate. Perhaps your display panel is one of the 60 Hz models:

In order to verify what refresh setting your laptop is capable of, please right-click anywhere on your screen, click on Display settings, scroll down, and click on Advanced display settings, and then on the "ˇ" sign under Refresh rate. Choose the highest refresh rate available.
