I have hp omen (dc1088ne) with usb-c (thunderport3) . Can I charge it By any mobile charge? and what is the watt should be use in usb-c

It use 200W charger. No, you can't charge it using any mobile USB-C charger. You need a compatible charger with wattage rating very close to 200W
