@NekromancerX, Hello and welcome to the HP Support Community!

Thanks for posting your question. I'm here to help you get things back on track.

I understand you're experiencing persistent IRQL_NOT_LESS_OR_EQUAL (NTOSKRNL.SYS) crashes even during Windows installation on your Victus by HP 15.6" Gaming Laptop 15-fb1000 (7Y8M8AV). You've already done a great job ruling out several components. Let's go through a few advanced steps to isolate and resolve the issue:

Reset BIOS to Defaults

Even if the BIOS is updated, custom settings (like XMP, virtualization, or Secure Boot) can cause instability.

  • Power on the laptop and press F10 to enter BIOS.
  • Press F9 to load Setup Defaults, then F10 to Save and Exit.

Disable Memory Fast Boot (if available)

Some BIOS versions allow toggling memory training or fast boot. Disable it if present.

Run HP UEFI Diagnostics from USB

Even if diagnostics passed earlier, run extended memory and motherboard tests from a bootable USB:

Try Installing Windows with Minimal Hardware

If the crash happens during installation:

  • Remove any external USB devices (except the installer).
  • If your model has dual RAM sticks, remove one and try installing with just one stick in slot 1.
  • If you have access to another Windows ISO, try a clean install using the Windows Media Creation Tool.

Check for AMD CPU Microcode or Chipset Issues

Since this model uses AMD Ryzen, ensure the latest AMD chipset drivers are installed after OS installation. If you manage to install Windows:

Check for Faulty Motherboard or VRM

If all else fails and the system crashes even with minimal hardware and clean install media, the issue could be:

  • VRM instability
  • Faulty CPU socket or power delivery
  • Defective motherboard

In that case, please visit the nearest HP authorized service center, the service team will check and assist you.
