I have posted that the fan on my new Omen 17 an101na laptop is always on, even when 'idle' and I think that I have tracked down the problem.  The system incorrectly thinks that the temerpature of the CPU is 70 degrees C - and it doesn't change.  When I installed XTU (the Intel Xtreme Tuning) App I find that the temperature of the CPU is only 35 degrees C.  So I believe that Coolsense and the operating system thinks the temperature is higher than it is.  This is not a hardware failure, because XTU is reading the correct temperature.  This needs to be addressed by HP as a matter of urgency.  I have attached a screenshot of the XTU and OCC running together and showing the CPU usage and temperature. 

I would point out that the temperature doesn't change from 70 degrees C, so I am not risking driving tha laptop too hard in case the system doesnt recognise the increased CPU temperature and the fan doesn't speed up.

Hi! @wildswan,

 

To keep the laptop from overheating and damaging the components on your PC the fan should keep on running.

 

However, if you hear the laptop fan noisy try the steps recommended below.

 

Try updating the BIOS, thermal framework driver and chipset drivers on your PC and check if it helps.

Also, update the chipset drivers using this link. Click Here

 

Prevent software from starting when the computer is started.
Close software programs when you are done using them.
Log off the Internet when you are not actively browsing the Internet.
If your computer gets hot when playing games, try playing the game at a lower resolution and with decreased graphics settings.

First of all, when you reply to a post please read it properly.  The temperature is being read by the HP utilities incorrectly.  Please don't just say 'the fan should be on all the time to protect the components', since the fan doesn't need to be on if the CPU is only 40 degrees C.  You have failed to grasp the fact that, since the temperature is being read incorrectly, when I actually load the system heavily the fan DOES NOT SPEED UP EITHER so the system is in more danger of damage becasue of the problem with HP reading the temperature incrrectly.

I have already done all of the things suggested plus more that you haven't suggested. 

I have told HP the problem; now they should fix it.

I really do dispare at being treated like I have never used a laptop before.  'Shut down unused programs' - give me a break!

 

Point 1 - the fan should NOT BE ON WHEN 'NOTHING' IS RUNNING

Point 2 - the fan should speed up when the system has a load of 100 % ( IT DOESN'T AT THE MOMENT)

 

Unless you recognise these two precepts, please do not reply to the message.

Thanks for the update.

 

Even when your laptop is idle (doing nothing) the operating system might have a background application running, or background services, such as downloading operating system updates, monitoring your system, indexing your files, etc. So the fan the system is always on and it can never be turned off unless you manually disable it from the BIOS page.

I have sent HP a full diagnostic of my machine a couple of weeks ago and their techs are apparently looking at the problem. When I contacted them last week, I was told that they would have a response at the end of this week.  We shall see.

The solution offered by the 'techs', and I really use that term loosely, is the return the laptop to re-bond the heatsink. How that will fix the problem with the HP utilities incorrectly reading the CPU temperature, I don't know. Hold on, I do know - It won't. FFS, please get someone who has a little intelligence on this problem. HP, please let the kindergarten interns go back to school and put some (intelligent) adults on this. Good IT professionals would not be this incompetent. HP put some competent persons on this or you have lost my custom for good.
