Microsoft Windows 10 (64-bit)

Recently, I bought a new battery for my three year old 17" Omen laptop since my old battery was discharging too fast. When I installed the new battery, I have encountered the issue of the new battery not charging. I can unplug the power cable and the laptop will run off of what power remains in the battery, but when I plug the power cable back in, the battery does not charge. I have tried reinstalling the "Microsoft Surface ACPI-Compliant Control Method Battery" driver on my computer and that did not work. I also ran a HP PC Hardware Diagnostics test on the battery and it came out fine. When I reinstall the old battery, it charges just fine. Currently the battery is down to 10% and I can not start the laptop with the power cord unplugged because of this. Should I get a refund on this battery, or is there more I can do to solve this issue?
