Since the day I bought my laptop, the right fan has been rubbing against something and making noise at certain intervals even though there is no dust in the right fan. I have to turn off the computer for the noise to go away. What is the reason for this?

@AlpCakir, Welcome to HP Support Community,

Thank you for posting your query regarding the fan noise.

I suggest you to take it to the Authorised HP service center and get the unit checked, there could possibally be some loose connections or even worn/damaged blades.

I had the same issue where my laptop fan was malfunctioning due to a loose connection. However, contacting support resolved the problem. I completely agree with Garp.
