Few things I forgot to mention:

while that is happening the power indicator button goes blank

sometimes a I can still use the plugged in monitor but the laptop one is dark and the gamma is all broken

when I got into display settings for intel graphics software both monitors started flashing

sometimes it takes time for the monitors to go back into the log in page

Hi @Verratt

Welcome to the HP Support Community!

Thanks for posting your query! We're here to help you get back up and running.

Commendable diagnosis, superb troubleshooting and splendid description of the issue before posting. Hats off to you on that score. 😊

Your issue seems to be a combination of hardware and software glitches, possibly related to your GPU, display drivers, or even power management settings.

Here’s a detailed guide to troubleshoot and potentially resolve these problems:

1. Investigate Power Management Issues

Check Power Button Behavior:

  • The power indicator going blank suggests a possible power delivery or internal motherboard issue. Ensure the laptop is plugged into a working power outlet using the original charger.

Perform a Hard Reset:

  • Turn off the laptop, unplug the charger, and hold the power button for 30 seconds to drain residual power. Reconnect and turn it on.

2. Update or Reinstall Drivers

Safe Mode Boot:

  • Try booting into Safe Mode (press F8, Shift + F8, or Esc repeatedly during boot).
  • Once in Safe Mode, disable both internal Intel graphics and the Nvidia GPU in Device Manager to isolate the issue.

Reinstall Display Drivers:

  • Uninstall both Intel Graphics and Nvidia Graphics drivers via Device Manager.
  • Visit Intel's and Nvidia's websites to download and install the latest drivers:
    • Intel Graphics for your 12th Gen i7 CPU.
    • Nvidia GeForce Experience for your RTX 3060 laptop GPU.

Check for Conflicts:

  • Disable Hardware-accelerated GPU Scheduling (Settings > System > Display > Graphics settings) to reduce conflicts between GPUs.

3. Verify Display Settings

External Monitor Behavior:

  • If the external monitor flickers or behaves abnormally, set it as the primary display temporarily in Display Settings.
  • Test if disconnecting the monitor resolves the issue or stabilizes the laptop screen.

Intel and Nvidia Graphics Settings:

  • Avoid adjusting display settings simultaneously in Intel Graphics Command Center and Nvidia Control Panel, as this can cause conflicts. Stick to Nvidia's control panel for adjustments.

4. Check for Hardware Issues

Test GPU and Screen Hardware:

  • If you can access the BIOS or UEFI settings (press Esc or F10 at startup), check if the screen flickers there as well. This helps identify if the issue is hardware-based.

Run Diagnostics:

  • Use HP's built-in diagnostic tools:
    • Press F2 or Esc at startup and select Diagnostics to run a system hardware check for GPUs, RAM, and display.

5. Adjust Power and Thermal Settings

Disable Fast Startup:

  • Go to Control Panel > Power Options > Choose what the power button does, and disable Fast Startup.

Check Cooling and Fans:

  • Overheating can cause power cuts and display issues. Ensure the vents are clean and that the laptop is not overheating.

6. Update BIOS and Firmware

  • Visit the HP Support website and look for firmware and BIOS updates for your laptop model.
  • Carefully follow the instructions to update the BIOS, as this can address stability issues.

Take care, and have an amazing day!
