I have some issue about my notebook.  Everytime when i`m playing games and my battery isn`t charging, I have radically lower FPS when my computer`s charging. It`s a problem in battery or it`s a problem in notebook?

This is normal. Its not recommended to game on Battery as it cannot supply enough power to run that Nvidia card.

So the system throttles back to save battery power.

Its going to run better at gaming when plugged in and what HP recommends.

 

You can change the Nvidia control panel settings to Prefer Maximum Performance and it will help some.
