Mi procesador no alcanza la frecuencia base sin el turbo boost

Hola tengo un amd ryzen 5 3550h que puede llegar a 2,1 GHz y un turbo de 3,7 GHz pero deshabilitando el turbo (es decir limitar el cpu al 99% de estado máximo ) pero si la limito mi cpu llega a 1,68 GHz como máximo cuando se supone que debería llegar a 2,1GHz alguien sabe solucionarlo?

Cuando pongo la cpu al 100% ahi si llega a los 3.7 ghz sin problema. No se que pueda estar sucediendo 😞
