My laptop is glitching

The windows is glitching. Mouse icon can not be moved, I can barely open task manager but then it stops working and I must shout down manually. Should I restart the windows?

Let's perform a hard reset, BIOS defaults steps. Later let him update all the pending drivers.

BIOS defaults steps :

1) Shut down the computer.
2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3) Press F10 once for BIOS.
4) Press F9 for BIOS defaults.
5) Press F10 to save and exit.
