My left fan is at 178 rmp while my right fan is at 2691 rpm

Microsoft Windows 10 (64-bit)

Two weeks ago my cpu temperatures started going up, at first i didn't know what was the issue but as i was investigating i realized that my fan1 was at 2189 rpm while fan2 was at 218 rm (i figured this out using speedfan) and my cpu temperatures never get lower than 93°

I'm really worried can someone help me fix this issue. 

Is my fan broken?

Fans are controlled by heat sensors. The fans will spin slower or faster depending on which area they look after. I think this is a good design.
