When you press the start button for the first time nothing will be shown on the screen but the power button light is on so I have to press the power button for some time to shutdown manually, then again pressing the power button the victus sign will be shown on the screen but it will freeze at victus sign, then again I have too press the power button for some time to shutdown the system manually and then again I have too press the power button to get it on

From your description, It seems  windows is not actually shutting down the PC.

If windows does not actually turn off then a few things to try as suggested by Microsoft

Look in the event viewer for errors such as " .... vetoed the shutdown".  There is likely to be a lot of strang errors but check the ones marked as critical.  Look also for retry errors where a disk drive iks mentioned.

 

It might be usefull to do both an energh report and a sleep relport

Energy ReportA list of possible problems ranked as Errors, Warnings, or Informational
Sleep StudyThe history of sleep going back several days




These report are obtained by using the Administrators command prompt.
Copy and paste the following into the command prompt window for the energy report.


powercfg /energy .\energy-report.html



Note the number of errors and warnings.

Copy and paste the following commands into the same window to get sleep history


powercfg /SleepStudy .\SleepStudy-report.html
