Microsoft Windows 10 (64-bit)

A few months ago when I was monitoring temps and wattages I saw that there was a difference between the casual and performance mode. With casual mode on the CPU was sitting locked at 35 watts while the CPU was at about 60 watts but it was slowly going down because of the temperatures eventually stopping at about 45 watts. Now whichever mode I choose it stays at 45 watts. I am with the latest BIOS. I have also undervolted my CPU (-0.130V) and changed my thermal paste a few days ago. My temps, while I'm gaming, are: CPU - 75-85 C and my GPU is 70-75 C. Also in Intel XTU it says that it's power limit throttled.
CPU: I7-9750h; GPU: RTX 2080
